Professional development is one of the most significant levers for enhancing teacher effectiveness. Given its long-term payoffs, PD should be viewed not as a "luxury good" that can be afforded only in prosperous times, but instead as a durable project. School districts have thus far performed PD in a fragmented fashion without rigorous analysis of its efficacy. To make systemic changes to PD, which can serve as a strategic use of stimulus funds, this brief advocates integrating financial, human resource, and student achievement measurements that link PD to classroom performance.
